SPECS is a civil material supply company that offers consultative support with the design, specification, delivery, and in some cases installation of custom hydraulic and environmental corridor crossing solutions.

Presently, SPECS’ primary service area is CA, NV and AZ.

SPECS has many environmentally friendly options that preserve natural habitat in the construction of infrastructure.

Our team excels in solution development and has provided consultation and material delivery in a wide spectrum of both public and private construction markets including but not limited to projects for schools, hospitals, Military and Federal agencies, local municipalities, residential and commercial developments, as well as designers and design-build contractors across the Western U.S.

We work to manage the project from the early stages of feasibility

and design and follow the project through the approval stages, procurement of raw materials, production, delivery of the material, and onsite consultation. 

The staff of SPECS has over 48 years of experience carrying projects from inception to closure in the heavy civil construction industry. They hold degrees and experience in Geotechnical Engineering, Civil Engineering, Business Administration, and Marketing.

Amanda Ernst


Over the years Amanda has gained a wide range of experience in the civil engineering and construction industry through work in civil consulting and the civil products industry with a background in both engineering and business administration.

Amanda has managed both public and private construction projects from the inception of the project through their conclusion, managing schedules and project budgets, preparing project scopes, RFPs, studying bid submittals, choosing the appropriate team, managing the team in the field, and working with teammates to prepare appropriate documentation and recommendation based on field findings.  She has managed activities within Military and Federal markets across the Western U.S., with a heavy emphasis on design-build contracts from the SOQ stage through material delivery and construction.

As Chief Financial Officer for SPECS, Amanda now manages the day-to-day business in addition to offering consulting support to engineers, developers and agencies relative to prefabricated bridge and culvert structures and construction materials such as erosion control, and channel revetments.

Gina Spears


Gina has extensive experience in production and logistics, including scheduling, formwork, calculating and sourcing raw material, as well as management of industry alliances, supply chain, and risk assessment. Her view of sourcing and manufacturing cost impacts is completed with a strong platform of construction experience relative to buried bridge and culvert structures. Gina’s experience and knowledge offers clients an efficient and proven resource in feasibility and type selection support.

Over the years Gina has gathered a wide range of experience in the civil industry, the past 12 in Southern California.  Early in her career she worked for a well-known Southern CA contractor. Later she pioneered the market to promote the use of an innovative precast bridge system. Her work included developing specifications with City, County, and Federal agencies, as well as supporting the engineering, contracting and development communities with the technical resources to utilize the new technology.

Gina has worked with both large and small companies, gaining experience about process improvement, finance and risk, environmental impacts, regulatory process and more. As Chief Operations Officer, Gina works to streamline SPECS’ supply chain to offer the industry the lowest landed cost for responsibly bid products and services.

Karen Doll, PE - VP of Engineering


Since graduating from Cal Poly, San Luis Obispo in 2002 with a degree in Civil Engineering, Karen has concentrated her career on the design and engineering of underground structures, retaining walls and bridges.

From the very beginning, Karen has been involved in taking a project from concept to completion, including working with internal and external project stakeholders, providing conceptual design information, construction and shop drawings, stamped design calculations, and creating project specifications. Karen has also been involved in meetings with regulatory officials and gaining support for products in new markets. With a background in both conventional bridge design and underground structures, Karen's experience allows her to help type select the best structure to suit any project site.

As a Professional Civil Engineer in the State of California since 2005, Karen works as the Vice President of Engineering responsible for the design of buried bridge systems including arches, foundations and retaining walls. Additionally, Karen provides type selection reports for review by local government agencies."
